If the OVRC Hub goes offline, only send one notification for 'Site Offline' not an email for every device that is subsequently offline.

This is the expected behavior. I will dive in and try to replicate. This seems like a bug.

I agree 100%.. We have OVRC Hubs on all our Network Rack deployments and we turn on notifications for roughly 20-30 devices per site. I want the ability to individually receive an email if one particular device goes down but don't necessarily want 20-30 emails if the entire site goes down.

I think David nailed it by saying this should be done by notifications following the current protocol but it differs on the OVRC Hub. If the OVRC Hub goes down then it more than likely the site is down and no need to send any additional notifications.
